Much longer hair, preferrably curly, would help her look more feminine and detract from the prominent chin. She could use bangs to play up her very pretty eyes, and the eyebrows might do with a little shaping, but not too lightened. As for the colour, if she had chosen a cooler shade (because whoever said this isn't platinum, it's yellow, is correct!) in a few levels darker, like a dishwater blonde, she could get away with the darker brows. The overall colour should be a combo of light brown and beige blonde highlights. I think Rumer could do it, but again COOL TONES, not WARM!!! Rumer’s features are so severe she needs softness. Have to agree with others on one point, tho. I know it is trendy to have the dark eyebrows with the blond hair but her's are a little too dark. It would be best if she lightened them a bit to balance things out. Maybe go back to the hairstylist who did the color for her? She can't help her genes, but she can work with what she's got (like Tori Spelling) instead of making things worse. This is caused from incorrect application and timing of the bleach product. Dark hair is very difficult to take to this level. Possibly a retouch could blend it out and then have it toned. I have tried the bleached blonde look and had a similar problem, although mine was orange and blonde from incorrect processing. never again!
